In order to implement the spirit of the 17th National Congress of the CPC and meet the requirements of the “Decision of the CPC Central Committee and the State Council on Further Strengthening Personnel Selection”, and propel leadership selection and appointment system reform within State-owned enterprises (SOEs), the Organization Department of the Central Committee of the Communist Party of China (COD) and the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), in keeping with related laws and regulations, are organizing the public recruitment of 16 senior executives from home and abroad for 16 SOEs under supervision, aiming to attract talented candidates from home and abroad who will serve the reform and development of the SOEs, and to provide strong organizational support as well as a strong human resources pool for further strengthening and developing SOEs.

(I) General manager, 3 positions
1. General manager of China Electronics Corporation
Main responsibilities: being responsible for the operating activities and management of the Company; and organizing implementation of resolutions of the board meetings, including: taking part in formulation of and organizing implementation of the medium- and long-term development strategies of the Company; organizing implementation of business restructuring and resource integration; guiding and enhancing the organization reform to enhance the group management and control; drafting and organizing implementation of the annual operation plans and the investment and financing plans; organizing formulation and implementation of the relevant rules and management systems; guiding and coordinating production, operation and management of subsidiaries and executing other rights and responsibilities authorized by the board of directors.

Among the above-mentioned 16 enterprises, China Electronics Corporation, Harbin Power Plant Equipment Group Corporation, Nam Kwong (Group) Company Limited, Baosteel Group Corporation, China National Complete Plant Import & Export Corporation (Group), China Guangdong Nuclear Power Corp., China Southern Power Grid Co., Ltd, China National Agricultural Development Group Corporation have established the boards of directors. According to the Company Law of the People’s Republic of China, the boards of directors of these eight enterprises entrust the recruitment to be organized by the Office of the Leading Group in Charge of Public Recruitment for the COD and SASAC.
II. Basic qualifications for applicants
Besides the specific requirements for the above positions, the applicants shall meet the following basic requirements:
1. Abiding by laws and regulations, being honest and having integrity, being self-disciplined, dedicated, hardworking and prudent, having a good professional manner and being a team player;
2. Being familiar with modern corporate management, having necessary professional knowledge required for fulfilling post responsibilities, being able to make strategic decisions, and having strong organizing and coordinating abilities, reform and innovation capabilities, being responsive to the market, and having outstanding achievements;
3. An applicant of general manager shall generally have two years of experience in a senior management position such as deputy general manager, vice president or above in a large enterprise (including financial enterprises) or in a famous multinational corporation (for deputy general manager or vice president, the applicant shall have working experience in serving as general manager or president of a lower level of such enterprise); or at least three years of experience in serving as general manager or president of a lower level of such enterprise; or at least three years of experience in serving as director-general or deputy director-general in state organs or government-funded institutions;
An applicant of deputy general manager (vice president), or chief accountant shall generally have two years of experience in taking a senior management position in a large-sized enterprise (including financial enterprises) or in a famous multinational corporation; an applicant of deputy general manager (vice president) shall have working experience in serving as general manager or president or other positions; or at least two years of experience in serving as deputy director-general or above in state organs or government-funded institutions;
4. Bachelor’s degree or above, being able to work in proficient Chinese and a command of a foreign language communication skills. Sound mental and physical conditions.
5. An applicant of general manager shall be under 50 years old. Remarkable applicant can be over 50, but less than 53 years old; an applicant of deputy general manager (vice president), or chief accountant shall be under 45 years old. Outstanding applicant can be over 45 but less than 50 years old.
III. Recruitment Procedures
1. The procedures include: registration, prequalification, uniform examination (including written exams which include foreign language written exams, interview, assessment center, psychological test and evaluation, and oral test of foreign language is required if necessary for some positions), investigation and decision on recruitment.
2. Successful candidates will begin with a probation period according to relevant regulations.
Simultaneous overseas written exam venues can be set up in accordance with the application situations.

(III) Other requirements
Each applicant is allowed to apply for only one position.
